  4.     The Gaddafi International Prize for Human Rights has a
  5. surreal and oxymoronic ring. Libyan strongman Muammar Gaddafi,
  6. better known as a patron of terrorism than a benefactor of
  7. humanitarian causes, has unaccountably set up a Swiss foundation
  8. to bestow an annual award on a Third World figure in the
  9. forefront of "liberation struggles." Last week Nelson Mandela,
  10. the jailed black South African leader, was named the first
  11. recipient of the prize and the $250,000 that goes with it.

  13.     Gaddafi, who put $10 million in trust to fund the award,
  14. had no say in choosing the winner. Swiss Socialist Deputy Jean
  15. Ziegler, a member of the jury that selected Mandela, said
  16. "ironclad guarantees" assured that Tripoli's influence would not
  17. be felt in Geneva. Nonetheless, human rights activists were
  18. clearly worried about the new philanthropist. Said an official
  19. of the United Nations High Commissioner for Refugees: "If the
  20. jury would consider people like Salman Rushdie, it would give
  21. more credibility to its independence."
